Greek infrastructure powerhouse AKTOR Group and BNI Foundation have inked a framework agreement for an exclusive strategic partnership to explore, develop and exploit mineral resources in Albania’s Bilisht area.
The JV targets nickel and rare earth deposits estimated at over 500,000 tonnes of nickel and more than 25,000 tonnes of cobalt, strategic metals critical for batteries and green tech, plus the buildout of mining, processing plants and supporting infrastructure. BNI contributes existing mining rights and permits, US‑based firms will back technical and operational phases.
Total investment could reach €1 billion at full maturity, phased with milestones and largely funded by US capital. All terms, including regulatory nods, remain subject to approvals.
AKTOR, a 70‑year Southeast Europe leader in large‑scale projects, eyes mining as a growth vector alongside LNG, renewables, real estate and concessions. The Albanian push strengthens its regional footprint.
