Mobile broadband has become effectively universal in Greece, with 10.46 million active mobile connections using data services at the end of 2025, up from 9.78 million a year earlier, according to data from the Hellenic Telecommunications and Post Commission.
The increase of 684,774 connections, or around 7% year-on-year, lifted mobile broadband population penetration to 100%, from 94% at the end of 2024.
Data-inclusive mobile plans rise 9%
The strongest growth came from mobile subscriptions where internet access is already included in the tariff or added through a separate data package. Connections in this category increased to 9.40 million in 2025, from 8.62 million a year earlier, adding more than 779,000 connections and representing growth of roughly 9%. Dedicated data cards also increased, reaching 498,245, from 474,209 at the end of 2024.
Unlimited data becomes a key battleground
The latest EETT Open Internet Report identified 35 unlimited-data plans where fair-use policies can reduce speeds after a certain consumption threshold is exceeded. Of these, 25 relate to mobile telephony, eight to fixed wireless access over mobile networks and two to satellite services.
300 GB emerges as common fair-use threshold
According to the regulator, one of the most common fair-use thresholds is 300 GB per month. After that limit is exceeded, internet access can continue without additional charges, but at a reduced speed.
The degree of throttling varies considerably between plans. EETT Open Internet Report recorded reduced speeds ranging from 64 Kbps to 42.3 Mbps, with an average of 8.06 Mbps.
Fixed broadband lines decline 1%
The expansion of mobile broadband is developing alongside a different trend in the fixed market. Fixed broadband connections fell to 4.44 million at the end of 2025, from 4.49 million a year earlier, a decline of 46,151 lines, or around 1%.
